So how does it work?
DevelopmentAid is a tool - or a collection of tools - presented through their Web site where the Professional of different areas (they call "sectors") within the Government Public Sector where Funding Agencies (World Bank, European Union Commission) are providing grants for large scale development projects.
The Professional can register and choose free or paid subscription. The service provides access to hundreds of open and awarded bids where they can participate directly as individual or applying for the projects with the winning consortiums.
